The project site is <br /> in the SE 1/4 Sec. 6, T. 30N. , R. 23W. , Ramsey County, Minnesota. <br /> Based on the Grading and Erosion Control Plan it appears the <br /> project has been designed to avoid encroachment into the wetland <br /> located along the southern and eastern portion of the site. <br /> Because there would be no grading, filling, or excavation within <br /> waters/wetlands, a Corps of Engineers permit will not be <br /> required. This is consistent with our previous letter from March <br /> i24, 1997. <br /> However, it appears a silt fence would be located within the ' <br /> wetland in the area of the NURP pond in the northeastern portion <br /> of the site near Highway 10. It has been our experience that <br /> silt fences should be placed at, or above, the wetland edge to <br /> avoid inadvertent encroachment into the wetland. Therefore, we <br /> recommend the silt fence be moved to a position above/outside the <br /> wetland. <br /> If you have any questions, contact Timothy J.
