NOW, THEREFORE,BE IT RESOLVED that the Mounds View City Council approves the wetland alteration permit requested by Good Value Homes, contingent upon the following: 1. Plans and supporting documentation for controlling erosion shall be provided by the applicant and approved by the Community Development Director prior to the issuance of any grading or building permits. 2. The pervious surface areas of the lots shall be sodded or landscaped (up to the five- foot natural vegetation strip along the wetland) to prevent substantial soil loss from the site. This will need to be accomplished before certificates of occupancy are issued. 1111 3. Only clean fill, substantially free of chemical pollutants and contaminants, shall be brought onto the site. 4. The minimum building elevation for the home to be constructed on this lot shall not be less 891.9 as specified in the City's Local Water Management Plan. 5. No waste--solid, hazardous or otherwise—shall be allowed to enter directly or indirectly into the wetland. 6. The applicant shall dedicate to the City a drainage easement over the wetland areas on the lot before any permits (grading, drainage or otherwise) will be issued. 7. A five-foot wide strip of naturally vegetated land shall be left unlandscaped and included within the easement area to further protect against contaminants (fertilizers, etc.) from entering into the wetland. 8. The applicant shall dedicate a drainage and utility easement to the City over and across the following parts of Lot 2, Block 1,Downing Addition: The north ten feet, the south ten feet, the west five eet, the east five feet of the north 135, the east 65 feet of the north five feet o the south 170.08 feet, and the east five feet of the south 170.08 feet of Lot 2, B ock 1, Downing Addition, Ramsey County,Minnesota. •
