I was originally involved in <br /> this project in 1992 with a 12-member strategic planning task force. The process took <br /> approximately six months and was updated two years ago. As a result of that effort, the <br /> City identified, and is in the process of implementing specific action plans to accomplish <br /> issues -- business retention and recruitment, neighborhood development, development of <br /> County Road #3/Excelsior Blvd., Mainstreet development, and improvement of the City's <br /> image. The process has produced solid results. Recently completed is a six-screen movie <br /> theater and restaurant complex on Mainstreet. Across the street a $4.2 million performing <br /> arts theater is under construction and is expected to open in the fall of. 1997. And, <br /> currently, in the final design stages with construction expected to begin this fall, the west <br /> half of Excelsior Blvd. will be completely rebuilt as a major corridor through the City with <br /> creative urban design concepts included. <br /> CA o. Elk River - _ e 'c Plan f•r Economic D•velo.mei . This recent plan resulted in <br /> the development of a Mission Statement (attached). Also included is the chart outlining <br /> those institutions that participated in the process and the major goals and issues that were <br /> identified by the Strategic Planning Task Force. Results from this process include major <br /> rezonings of properties to expand the City's industrial base and proposals to re-invest and <br /> develop Elk River's central business district utilizing the Mississippi corridor as a main <br /> attraction. There is a major effort by the Elk River Chamber of Commerce to deal with <br /> • business retention and growth. <br /> St. Louis Park - Community-Wide Visionin Process. I chaired a Steering Committee of <br /> 37 members to develop "Vision St.Louis Park". The effort was to initiate a Strategic <br /> Planning process designed to challenge the public and private sectors to cooperatively <br /> envision the comrrnmity's preferred future. Through the efforts of the Steering Committee, <br /> eight major areas were identified to become the focus of community efforts for the next 5-15 <br /> years. Those areas were then examined by eight separate Task Forces consisting of 20-30 <br /> members each who were asked to identify expected results of the process and bow <br /> performance would be measured. The results were included in a document which was sent <br /> to 14,000 households in St. Louis Park The Management Committee recently established <br /> an Outcomes Committee which is in the process of developing performance measurements to <br /> determine whether or not the City is meeting the vision. <br /> • <br /> • <br />
