Proactive Streetlight Plan <br /> Five of the ten proactive streetlight installations for this year will take place in the next <br /> month. The five locations are: 2149 Hillview Road, 2201 Hillview Road, 7501 Bronson <br /> Drive, 2101 Hillview Road and 7618 Edgewood Drive. All of the affected property owners <br /> have been informed and there has been no opposition to the locations. NSP will next <br /> schedule the work with their crew members and they hope to complete the five installations <br /> by the end of July. <br /> Code Enforcement <br /> On Friday, 7/1, Councilmember Blanchard, Joyce Pruitt, and I will scour the east side of the <br /> City (east of Long Lake Road) recording code violations. After this last outing, Joyce will <br /> have seen almost every street and home in the City. <br /> New Legislation <br /> On Tuesday of this week, Don Brager, Cathy Bennett and I attended a seminar hosted by <br /> Briggs and Morgan. The seminar covered several new laws that affect local governments <br /> enacted during the 1994 Legislative Session. Some of the topics include ethics in <br /> government, annexation, Tax Increment Financing, the 1994 Omnibus Tax Bill and financing <br /> development projects. The ethics in government amendment changed the law to prohibit a <br /> lobbyist or a principal from giving a gift to an official. An official is defined as a public <br /> official, an employee of the legislature or a local official of a metropolitan government unit. <br /> A local official is defined as an elected or appointed official of a county or city or of an <br /> agency, authority or instrumentality of a county or city. A gift includes money, real or <br /> personal property, a service, a loan, forbearance or forgiveness of indebtedness or a promise <br /> of future employment. An interested person is defined as a person or representative of a <br /> person or association that has a direct financial interest in a decision that the local official is <br /> authorized to make. Some exceptions to the law are political contributions, services of <br /> insignificant monetary value, services to assist an official in their duties including providing <br /> advice, consultant, information and communication with legislation and services to <br /> constituents, a trinket or memento of insignificant value, informational material of <br /> unexceptional value, food or beverage given at a reception meal or meeting away from the <br /> recipients place of work by an organization before whom the recipient appears to make a <br /> speech or answer questions, if the gift is given because of the recipients membership in a <br /> group, a majority of whose members are not local officials and an equivalent gift is given to <br /> other members of the group. Violations to this law are misdemeanors. <br /> LMC Committee Appointment <br /> Last week I learned I was appointed to the League of Minnesota Cities Improving City <br /> Service Delivery Committee and to its Government Innovation and Cooperation Sub- <br /> Committee. Our committee is charged with the responsibility of developing policy to be <br /> enacted at the federal and state level that would first be proposed to the League membership. <br /> I will keep you posted on the specific issues that are discussed. <br /> Tim C. <br />
