Once the ordinances have been <br /> approved by City Council, a permitting program can be established which allows the City to <br /> have control over all drainage and wetland issues in the City except county ditches. This letter <br /> agreement outlines the tasks and cost required to have the City take over permitting authority <br /> from Rice Creek Watershed District. This cost was not included in the scope of work for <br /> • completion of the LWMP. <br /> Background <br /> Ordinances adopting the LWMP will provide the City with.the necessary legal authority to <br /> manage their water resources. Adoption of the LWMP through ordinances will also allow the <br /> City to permit water resource related projects and meet the requirements proposed by agencies <br /> such as the Metropolitan Council. <br /> The LWMP was completed at the end of 1991 and submitted to the City Council for p eliminary <br /> approval. After receiving preliminary approval, the plan was sent to RCWD for review. RCWD <br /> approved the plan on January 7, 1992. One of the conditions of their approval was thot the City <br /> complete ordinances which adopt the LWMP as the guideline document for water resources <br /> management in the City. <br /> • Upon formal adoption of the ordinances, the City will have to determine if they wish to be the <br /> permit authority for water resources related projects and administer the requirements of the <br /> Wetland Conservation Act of 1991. The LWMP contains a brief explanation of the permit <br /> programs the City will need to develop. <br /> The following tasks are required to implement the Local Water Management Plan: <br /> 1. Submit ordinance revisions to City Council so they can begin the process of <br /> incorporating them into the City code. <br />
