The project <br /> includes a three year, three phase acquisition/development schedule. <br /> The first year involves land acquisition, at the appraised value of <br /> $50, 000 or $25, 000 / parcel. The second and third phases are for <br /> development. The original cost estimate was increased because the City <br /> Council requested additional facilities including park building and <br /> drinking fountain. Staff increased the original design expanding the <br /> parking lot to 40 car spaces to accommodate the concerns of the <br /> neighbors. Additional monies were also included for miscellaneous site <br /> preparations including grading, drainage and any fill that may be <br /> necessary. The total development funds is $150, 000 which should <br /> provide a very nice neighborhood park with facilities that will provide <br /> many multi-purpose recreation activity areas - designed specifically <br /> for children. <br /> There has been opposition to this park project, especially from a few <br /> neighbors with property abutting the proposed park area. There <br /> concerns seem to be noise, adults, traffic, and loss of privacy. Mr. <br /> Belisle, owner of the property is in flux as to whether or not the <br /> price of the land is high enough or whether or not he could get, a <br /> better price. Also, he has concerns about being able to get his boat <br /> out from his backyard, something that can be arranged in the purchase <br /> agreement. Needless to say, the neighbors who oppose the park project <br /> are discussing their various issues with Mr. Belisle. I expect that by <br /> Monday morning, July 25 at least one petition will be presented to City <br /> Hall . <br /> I have requested the Parks and Recreation Commission to be present at . <br /> the Public Hearing. A few are unable to attend. However, the ones <br /> that are present will hopefully provide their concerns regarding the <br /> lack of a park in this area of the community.
