Staff has reviewed the <br /> request and found that, as proposed, the development meets all <br /> requirements of the Municipal Code as it relates to setbacks, parking, <br /> land use, etc. Provision for the handling of storm water runoff on the <br /> site was addressed in 1991 when a similar proposal was approved by both <br /> the Planning Commission and the City Council. <br /> In addition to the facility expansion, the applicant also requested that <br /> the easement for the former water tower site immediately adjacent to the <br /> subject property be vacated so that it can be utilized for storage area. <br /> Staff feels that the interests of the City would be best served by <br /> leasing the water tower site to the applicant rather that vacating the <br /> property. The primary reason for leasing versus vacating is that access <br /> to a 12 inch water main and shut-off valve located on the property needs <br /> to be maintained. <br /> . The Council also expressed interest in acquiring an easement on the West <br /> side of the applicants property which would provide emergency access to <br /> the Manufactured Home Park (Townsedge Terrace) in the event the main <br /> entrance to the Park becomes obstructed. The applicant has indicated a <br /> willingness to provide the City with that easement. <br /> Staff has drafted the attached Resolution for consideration by the <br /> Council.
