PREQUEST FOR COUNCIL CONSIDERATION Agenda Section: 10. <br /> OC�u�u Report Number: 94-1265WS <br /> STAFF REPORT <br /> nif <br /> AGENDA SESSION DATE August 1, 1994 Report Date: 7-9h-94 <br /> DISPOSITION <br /> Item Description: Discussion Regarding Seal Coating <br /> Administrators Review/Recommendation: <br /> - No comments to supplement this report Yt-61 (LLL- <br /> i <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Staff visited the City of Mendota Heights last year during their....slurry <br /> sealing project to view arevaluate this method of pavement maintenance. <br /> Although slurry sealing has been available for many years in other parts <br /> of the country, it had not been perfected in the upper midwest, therefor <br /> it's popularity was relatively unknown. The City of Mendota Heights has <br /> been using this method for the past 5 years. The Anoka - Blaine airport <br /> has also used slurry sealing in the past. Many Wisconsin municipalities <br /> are applying slurry seals and the City of Fridley has also bid a project <br /> this year. <br /> Since Mounds View's quantities and specs are very close to the City of <br /> Mendota Heights, :staff is recommending the acceptance of their bid and <br /> advertisement. This procedure is very similar to purchasing from the <br /> state bid, county bid, or a joint purchasing agreement. This bid will <br /> include notification to the residents, all materials and labor, and <br /> sweeping of the streets, ( staff will sweep the gutter lines to pick up <br /> the debris to avoid it being swept into the residents yards ) . As <br /> mentioned in the last issue of this is it, there is no rock applied to <br /> the surface, it is mixed in with the asphalt and then applied. This <br /> method also levels minor deflections in the pavement and adds a minimal <br /> amount of strength. The skid resistance is restored to the surface and <br /> the road looks new. Staff will provide a sample for Council to view at <br /> the work session. <br /> This years contract is for 41,000 square yards. The bid price for this <br /> project is $.92 per square yard, or $37,720.00 . Staff request Council <br /> approval of this project and bid. To expedite this contract Council may <br /> wish to formally award it during the "call to order" action regarding <br /> the Green f - d Ponds Development. <br /> xi7Z <br /> VMi a Ulrich, Public Works Director <br /> RECOMMENDATjON; <br /> Staff recommends approval of a slurry seal <br /> project and award the bid to Struck & Irwin Paving, Inc. for the amount <br /> of $37,720 . 00, to be funded from account # 100-4270-705 . <br />
