Consideration of Approval of Improvements to Walkway Easement as <br /> 5 Part of Street Repair Project <br /> 6 Tim Cruikshank, Acting Administrator, reported that at the City <br /> 7 Council Work Session on Monday, August 1, the City Council requested <br /> 8 staff look into a funding source for the improvements to three <br /> 9 walkway easements to be add ons to the street improvement project. <br /> 10 Cruikshank identified the walkways as the walkway easement joining <br /> 11 Quincy Street and Adams Street, the Greenfield easement joining the <br /> 12 neighborhood with Greenfield Park and the Pleasant View Drive <br /> 13 walkway connecting Spring Lake Road neighborhoods. Cruikshank noted <br /> 14 that these easements are used by children to access schools, <br /> 15 playgrounds and neighborhoods and all of these easements are in need <br /> 16 of repair. At the Work Session, Public Works Director Ulrich <br /> 17 specified that if these easement improvements could be completed in <br /> 18 conjunction with the street repair project they could be done at a <br /> 19 lesser cost than if the walkway easement repair was to be a separate <br /> 20 project. Cruikshank stated that the bid cost of repair to the three <br /> 21 walkway easements is $20, 953 . Cruikshank noted that the easement <br /> 22 improvements could be funded through the Franchise Fee Fund. <br /> 23 <br /> 24 Councilmember Quick asked that asphalt be cut under fences so mowing <br /> 25 doesn't have to be done in those areas. <br /> 26 <br /> 27 Cruikshank stated that this could be added to the project <br /> 28 specifications. <br /> 29 <br /> 30 MOTION/SECOND: Trude/Blanchard to Approve Improvements to Walkway <br /> 31 Easements as Part of the Street Repair Project <br /> 32 <br /> 33 VOTE: 5 ayes 0 nays Motion Carried <br /> 34 <br /> 35 REPORTS <br /> 36 <br /> 37 1. Report of Councilmembers: <br /> 38 <br /> 39 Councilmember Quick - No report. <br /> 40 <br /> 41 Councilmember Blanchard <br /> 42 Blanchard reported that airplanes from Anoka County-Blaine <br /> 43 Airport are flying over more frequently, getting larger and <br /> 44 flying lower. Blanchard reported that the airplanes are not <br /> 45 supposed to descend until they get to County Road J and has <br /> 46 noticed they are descending earlier over Highway 10. If <br /> 47 residents have complaints regarding the low flying airplanes <br /> 48 they should contact Jack Eberlein, Manager of Reliever Airports <br /> 49 at 537-2058 . <br /> 50 <br /> 51 Councilmember Wuori commented that the planes are not on <br /> 52 their designated flight path, the planes have been coming down <br /> 53 10 and turning at the Spring Lake Park Water Tower and they <br /> 54 don't belong in that area. <br />
