Mr. <br /> 5 Hegland stated that finding land and getting approvals is a long process. <br /> 6 Hegland stated that a piece of property has been found in Blaine but no <br /> 7 approvals have been given. <br /> 8 <br /> 9 MOTION/SECOND: Trude/Wuori to Adopt Resolution No. 4606 Approving an <br /> 10 Extension of a Conditional Use Permit for a Temporary Accessory <br /> 11 Structure, Church Upon the Rock, 7901 Red Oak Drive <br /> 12 <br /> 13 VOTE: 4 ayes 0 nays Motion Carried <br /> 14 <br /> 15 7:25 p.m. Consideration of Outdoor Recreation Grant for Park Land <br /> 16 Acquisition and Development Located at Woodale and Pleasantview Drive <br /> 17 <br /> 18 Mary Saarion, Director of Parks, Recreation and Forestry, stated that the <br /> 19 Mounds View Park and Recreation Commission has set a goal to locate a <br /> 20 park in the southwest section of the community. Saarion reported there <br /> 21 is no park in that area at this time and that there is a problem in that <br /> 22 section with busy roads. Saarion showed overheads which demonstrated <br /> 23 some of the problems that the Commission has faced in locating a park in <br /> 24 that section. Saarion stated that the Park and Recreation staff was <br /> 25 given the direction to look into purchasing land from residents for park <br /> 26 land. Saarion stated that there was land available in that section and <br /> 27 that an outdoor recreation grant opportunity became available for park <br /> 28 acquisition and park development. Saarion stated that this would be an <br /> 29 opportunity to obtain the land for a park. Saarion stated that staff had <br /> 30 begun working on the grant application. Saarion explained on the on <br /> 31 overheads where the park would be located in the section and the layout <br /> 32 of the proposed park. <br /> 33 <br /> 34 Saarion stated that she had received phone calls regarding parking on the <br /> 35 roads. Saarion stated that she responded to the callers that there would <br /> 36 be ample parking except perhaps when there would be a sports event. <br /> 37 <br /> 38 Saarion stated that neighborhood parks are designed specifically for <br /> 39 children. Ballfields are small, playground equipment is for three <br /> 40 different classifications of age groups and activities hosted there would <br /> 41 be for children. The building could be used for evening meetings by <br /> 42 groups and organizations and the building would handicapped accessible. <br /> 43 Saarion explained that the grant is a 50/50 matching grant phased over <br /> 44 three years. Saarion stated that the grant is situated for cities such <br /> 45 as the City of Mounds View. Saarion stated that this would be a unique <br /> 46 park to Mounds View and this park would be the first park completed in <br /> 47 one project. All other parks have been completed in bits and pieces. <br /> 48 <br /> 49 Saarion stated that the area of the southwest section has a remarkably <br /> 50 reduced number of participants in recreational activities. Saarion <br /> 51 stated that there are no ballfields in that area and that the closest <br /> 52 playground equipment is Woodcrest or Sunnyside School but this is <br /> 53 difficult for some residents because of the busy roads that have to be <br /> 54 crossed to arrive at these destinations. <br />
