W 1 <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> At the request of Councilmember Trude, Staff was asked to give a brief <br /> update on the recycling program in the City. <br /> Since the departure of Code Enforcement Officer/Recycling Coordinator Carla <br /> Asleson in April, the recycling activities in the City have been taken up <br /> by a number of Staff in the Community development Department. The <br /> Community Development Coordinator oversees the entire recycling program and <br /> is responsible for the quarterly and year end reports submitted to the <br /> County. Also, the CDC, along with Deputy Clerk Michele Severson, <br /> coordinated the Clean-Up day held in April. Staff is in the process of <br /> coordinating another Clean-Up Day in October. The Community Development <br /> Department Secretary has been handling the awards program for recycling. <br /> This involves receiving applications, selecting and visiting sites and, <br /> notifying and acknowledging winners. Other Staff have been involved in the <br /> program from time to time entering information on Lotus, answering citizen <br /> inquiries and attending meetings. <br /> In 1993, the County awarded the City of Mounds View approximately $25, 000 <br /> for the administration of the recycling program in 1994 . With the <br /> departure of Carla (and the portion of her salary which was to be drawn <br /> from the recycling account) , a surplus of funds - approximately $15, 000 - <br /> are available in that account. <br /> At the Strategic Planning Session in April, ideas for that surplus money <br /> were discussed. Two main options were given serious consideration; 1) Use <br /> the money to hire a Recycling Intern to administrate the program. 2) Use <br /> the surplus money to help subsidize a City Clean-Up Day. <br /> Staff is looking for Council direction on which way to proceed. <br /> f. i <br /> Poul Harrington, Community Development Coordinator <br /> RECOMMENDATION; <br />
