The proposal called for 17 single family <br /> lots to be located northeast of the Spring Lake Road/Highway 10 <br /> intersection. The proposed development would be partially serviced by a <br /> cul-de-sac to be constructed at the expense of the applicant. Staff <br /> reviewed the proposal and found that it met the general intent of the <br /> Municipal Code. One item did need to be addressed: The possible need for <br /> storm water control ponding to service the development. <br /> • Following the July Council meeting, Staff met with the City Consulting <br /> Engineer and the applicant to discuss the storm water issue and its <br /> relationship to the overall storm water management needs of the entire area <br /> surrounding the proposed Plat. It is the initial opinion of the Engineer <br /> that a sufficient ponding plan can be established to handle the anticipated <br /> runoff. The Engineer also informed the applicant that the Rice Creek <br /> Watershed District needed to be contacted regarding a wetland within the <br /> development which is on the National Wetland Inventory (NWI) . Also, a RCWD <br /> permit would be required for approval of the project (Note: Action by RCWD <br /> on this project is tentatively scheduled for September 28) . <br /> Since that meeting, the applicant has delineated the referenced wetland to <br /> the satisfaction of RCWD (please see attached letter) and has resubmitted <br /> the Plat for consideration by the City Council. <br /> The applicant is requesting that the Council consider taking action on the <br /> Preliminary Plat at the upcoming meeting (September 26) . The project would <br /> then be more fully reviewed at the October 3, 1994 Work Session at which <br /> time the Consulting Engineer can be present to discuss the storm water <br /> management-i"ssgs. <br /> Paul Harrington, Communevelopment Coordinator <br /> RECOMMENDATION; <br /> Adopt Resolution No. 4639 approving the Preliminary Plat of Sherwood <br /> Estates for Citywide Developers, Planning Case No. 387-94 . <br />
