SUMMARY; In July of this year, Ken Sjodin, representing Citywide Developers, made application to the City Council for a Major Subdivision of the property indicated on the attached map. The proposal called for 17 single family lots to be located northeast of the Spring Lake Road/Highway 10 intersection. The proposed development would be partially serviced by a cul-de-sac to be constructed at the expense of the applicant. Staff reviewed the proposal and found that it met the general intent of the Municipal Code. One item did need to be addressed: The possible need for storm water control ponding to service the development. • Following the July Council meeting, Staff met with the City Consulting Engineer and the applicant to discuss the storm water issue and its relationship to the overall storm water management needs of the entire area surrounding the proposed Plat. It is the initial opinion of the Engineer that a sufficient ponding plan can be established to handle the anticipated runoff. The Engineer also informed the applicant that the Rice Creek Watershed District needed to be contacted regarding a wetland within the development which is on the National Wetland Inventory (NWI) . Also, a RCWD permit would be required for approval of the project (Note: Action by RCWD on this project is tentatively scheduled for September 28) . Since that meeting, the applicant has delineated the referenced wetland to the satisfaction of RCWD (please see attached letter) and has resubmitted the Plat for consideration by the City Council. The applicant is requesting that the Council consider taking action on the Preliminary Plat at the upcoming meeting (September 26) . The project would then be more fully reviewed at the October 3, 1994 Work Session at which time the Consulting Engineer can be present to discuss the storm water management-i"ssgs.
