8.
11
REQUEST FOR COUNCIL CONSIDERATION Agenda Section:
woe 94-1318WS
STAFF REPORT Report Number:
lif
is October 3, 1994 9-28-94
AGENDA SESSION DATE Report Date:
DISPOSITION
Item Description:
Discussion Regarding Scotland Green Property Tax Classification
Administrator's Review/Recommendation:
- No comments to supplement this report
- Comments attached.
Explanation/Summary (attach supplement sheets as necessary.)
SUMMARY;
Last Thursday, Housing Intern, Jennifer Bergman, learned that Scotland
Green Apartments' property tax classification is based on a non-homestead
rate rather than an apartment rate. Evidently, the complex was initially
proposed to be condominiums, with each single unit receiving its own
property identification number (PIN) . The preliminary and final plat
indicate that the project was approved as a condominium.
However, the complex has never had individual owners of any of the single
housing units. Currently, as in the past, each of the almost 500 PIN are
in the name of one individual.
The difference in tax revenues between the non-homestead rate and the
apartment rate is approximately $30, 000 (based on $1, 000, 000 of tax
capacity) .
Staff is in contact with representatives from Ramsey County to determine
if the City has any recourse in this matter, and if so what action options
are available.
I hope to have more information for Monday night's meeting.
AI '111601' '1 S J
Sarantha Orduno , City Admi • ' trator
RECOMMENDATION;
