This report was presented to the City Council by Community <br /> Development Coordinator Paul Harrington who oversees this program. Since <br /> the departure of Carla Asleson, who had previously carried out the <br /> recycling responsibilities, several staff members from the Community <br /> Development Department have been performing the necessary functions of the <br /> program to keep it going. Some of these responsibilities include <br /> collecting information to compile quarterly and year end reports that are <br /> submitted to the County, administering the awards program and organizing <br /> environmentally friendly events such as a City Spring and/or Fall clean up <br /> day. <br /> Funding for recycling in 1994 was provided by a Ramsey County SCORE grant. <br /> Expenditures of these funds are earmarked for specific purposes, eligible <br /> expenses for the funding being personnel costs, promotional activities, <br /> equipment used for collection of recyclable materials and the recycling <br /> portion of cleanup events. <br /> The 1994 Recycling Budget has $13, 683 remaining for personnel services and <br /> $3 ,804 for contractual services. If an intern were to be hired at $8 per <br /> hour for 19 hours per week, this would be an expenditure of approximately <br /> $1, 700 for Personnel Services for the remainder of 1994. If the City <br /> received funding in 1995 and an intern was kept on board for the year at <br /> $8 per hour for 19 hours per week, this would be an expenditure of <br /> approximately $8, 900 for Personnel Services. In 1994 the City received <br /> $25,784 from the County and expects to receive a similar amount in 1995. <br /> At the September 7 Council worksession, staff was directed to put this item <br /> on the September 26, 1994 Council Agenda for Council consideration of <br /> filling the recycling position. At the 9/26/94 Council meeting, this item <br /> was presented for Council consideration but tabled to the October <br /> worksession for further discussion. <br /> Staff is seeking Council direction on this matter. <br /> RECOMMENDATION; <br /> 444.14k <br /> Tim Cruikshank, Asst.
