REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 15
n'r nE
STAFF REPORT Report Number: 94-1325WS
Eff
AGENDA SESSION DATE October 3, 1994 Report Date: 9-28-94
DISPOSITION
Item Description:
Consideration of Additional Park Ordinances Regarding Rollerblading
Administrator's Review/Recommendation: , .
- No comments to supplement this rep /-N1---323j6‘.--.7
- Comments attached. 1
Explanation/Summary (attach supplement sheets as necessary.)
,
UMMARY;
Rollerblading at Groveland Park tennis courts continues to be a
frustrating occurrence. Rollerbladers have been asked not to
rollerblade at Groveland tennis courts because of the damage
rollerblading causes to tennis court surface. In addition, tennis
players tend to be intimidated when rollerbladers are on the courts -
thus rollerbladers who use tennis courts discourage tennis play
. activity, the intended use of tennis courts.
Groveland Park tennis courts were resurfaced this Spring for a cost of
$3,800. The contractors explained that rollerblading and hockey sticks
tend to leave tiny cuts in the exterior surface of the tennis courts
allowing moisture to get under the surface which speeds up the
deterioration of tennis court surface. This is what we wish to
alleviate. Certainly we encourage rollerblading activity - but please
not on our expensive tennis courts!
The police department is not able to fine rollerbladers using the tennis
courts because the City does not have an ordinance prohibiting such. An
ordinance would provide the police with the ability to administer a fine
to people who are caught in non compliance to the ordinance.
We have received several examples of ordinances from other cities
regarding rollerblading and other specific park uses and regulations. I
think that our whole Park Ordinance section needs to be more specific.
I hope to work on the revision and expansion of our Parks Ordinance
section - to be reviewed by the Police Department and the Parks and
Recreation Commission - and presented to the City Council within the
next couple of months. Staff requests discussion regarding this project
and the issue of enforcement.
Mary Saa ion, or of Parks, Recreation and Forestry
RECOMMENDATIO
