No person shall swim, bathe in or enter any park waters except where <br /> authorized by signs placed by or at the direction of the Parks and Recreation <br /> Board and when a lifeguard is on duty. <br /> Subd, 2. The swimming and bathing season shall be established and published <br /> pursuant to the rules and regulations of the Parks and Recreation Board. <br /> Section 220:25. Park Regulations. The Parks and Recreation Board shall establish <br /> such other regulations as it deems appropriate for the use of parks as defined <br /> herein and shall cause such regulations to be posted or otherwise published in the <br /> Policy For Usage Of Public Parks, Recreational Facilities and Equipment, so as to <br /> make their terms known to the affected users of said parks. A violation by any <br /> person or persons of any such Parks and Recreation Board regulations shall be deemed <br /> to be a violation of Section 220. <br /> Section 220:30. Exceptions. An activity otherwise prohibited by this Section 220 <br /> may be allowed to occur under any one or more of the following circumstances and <br /> upon such terms and conditions as the Parks and Recreation Board may prescribe. <br /> Subd. 1. When the activity is conducted by a duly authorized public employee <br /> performing a necessary public function, <br /> Subd. 2. When the Parks and Recreation Board makes written findings that the <br /> health, safety and welfare of the general public require a specified exception. <br /> Subd. 3. When the activity is under the direct control and supervision of the <br /> City or Parks and Recreation Board. <br /> Subd. 4. When the activity is a specifically authorized exception granted in <br /> writing by the Parks and Recreation Board, or granted in writing by the <br /> Director of the Parks and Recreation Board or his designate acting pursuant <br /> to authority from said Board or Director. <br />
