10. <br /> caw OF Agenda Section: 7:05p.m. <br /> REQUEST FOR COUNCIL CONSIDERATION Report Number: 94-1342C <br /> 1176Report Date: 10-20-94 <br /> STAFF REPORT Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE October 24, 19941 Public Hearings <br /> ❑ Consent Agenda <br /> ❑ Council Business <br /> Item Description: Consideration of Development Review of Everest Development Mounds View <br /> Business Park, Resol ion Nos. 4651, 4652, Ordinance No. 549 <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report /, <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> At the October 3, 1994 Work Session, the City Council reviewed the <br /> request of Michael Investments, an Everest Development affiliate, for <br /> the following within the Mounds View Business Park: <br /> 1) Development Plan Review - Council reviewed the proposed 102,950 <br /> square foot two-story building/facility. The use of the building - <br /> Office/Industrial - will be consistent with uses already existing in the <br /> Park. The request meets the intent of the Municipal Code as it applies <br /> to this request including land use, setbacks, zoning(if approved) , <br /> parking, etc. The provisions for storm water control on the site were <br /> also reviewed. As you will recall, the City gave approval to the C.G. <br /> Hill Company in late Spring of this year for development of the property <br /> immediately West of the current proposal site. At the time of that <br /> approval, storm water drainage on that project was to be handled by <br /> constructing a temporary detention pond on a portion of the property <br /> included in the current submittal. The current plan provides a ponding <br /> area on the Southern edge of the site which will service both the C.G. <br /> Hill site and the site currently under consideration for development. <br /> 2) Rezoning - A portion of the property involved in the submittal is <br /> zoned B-3, Highway Commercial (please see attached map) . The applicant <br /> proposed that the property contained in their application zoned B-3 be <br /> rezoned to PUD, Planned Unit Development, to provide consistent zoning <br /> for the entire Business Park complex. The original Business Park <br /> Concept Plan submitted and approved by the City in the late 1980's <br /> anticipated the rezoning of these properties and certain rezonings have <br /> occurred on other sites within the past few years. <br /> 3) Major Subdivision - The project site is currently made up of four <br /> (4) parcels totaling approximately 6 .89 acres. To simplify the legal <br /> description and provide for the single ownership of the building site, <br /> the applicant proposes to pla property as a single parcel. <br /> / ' �2- <br /> Pa, 1 - .rrington, Community Development Coordintator <br /> RECOMMENDATION: Adopt Resolution Nos. 4651 and 4652 approving the Development <br /> Review and the Final Plat of Mounds View Business Park 2nd Addition and, Ordinance No. <br /> 549 approving the rezoning of specific properties within the development and amending <br /> the Municipal Code to reflect the changes to the zoning. <br />
