MEMORANDUM <br /> TO: SAMANTHA ORDUNO, CITY ADMINISTRATOR <br /> FROM: PAUL HARRINGTON, COMMUNITY DEVELOPMENT COORDINATOR <br /> DATE: November 3, 1994 <br /> SUBJECT: HOUSING INSPECTOR POSITION <br /> As requested, I am providing you with this memorandum which will <br /> outline the duties, responsibilities and expectations of the <br /> Housing Inspector position currently under consideration by the <br /> City Council. <br /> For review, the City currently has under employ, a Housing Intern <br /> conducting a comprehensive housing stock analysis of all single <br /> family residential properties within the City. To date, the Intern <br /> has completed a windshield survey of the entire City and entered <br /> information gathered into a database to be used in analysis of <br /> rehabilitation needs throughout the Community. At present, the <br /> Intern and I are in the process of drafting a report on the <br /> findings of the analysis. The report will contain facts on each <br /> residential property within the City as well as programs which are <br /> available for the upgrade of the housing stock and suggestions for <br /> the administration of those programs. As you will recall, the <br /> impetus for conducting the housing stock analysis was the <br /> overwhelming desire of the participants of the FOCUS 2000 project <br /> to maintain and increase the quality of the housing stock in the <br /> City. <br /> In 1995, the Housing Inspector position (if established) would be <br /> immediately responsible for implementing the programs identified <br /> within the Housing Stock Analysis Report. This would include <br /> identifying and approaching those properties which are in most need <br /> of rehabilitation. As part of this duty, the Housing Inspector <br /> would actively market the programs which are available to the <br /> general public and encourage the utilization of those programs. <br /> With the information gathered in the course of the Study, the <br /> Inspector will be able to specifically target properties by <br /> classification. For example, a major concern of the residents (as <br /> expressed in the FOCUS 2000 Project) was the tremendous number of <br /> rental properties within the City which are in substandard <br /> condition. The Inspector will be able to access information on all <br /> rental properties within the City and develop a priority list of <br /> those which are in most need of rehabilitation. A top priority for <br /> 1995 will be the evaluation of the rental properties and their need - <br /> for rehabilitation. <br /> Additionally, the Housing Inspector would conduct the yearly <br />
