This is a resolution the Environmental <br /> Quality Commission and Carla Asleson drafted some time ago. However, <br /> due to the absence of a legal quorum, the resolution remained unapproved <br /> by the Environmental Quality Commission until the October 18, 1994 <br /> meeting, when a legal quorum was present.
