CM OF REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 13. <br /> 'VSSTAFF REPORT Report Number: gi-1362WS <br /> AGENDA SESSION DATE November 7, 1994 Report Date: 11 3 -94 <br /> DISPOSITION <br /> Item Description: <br /> Discussion of Adult Uses Ordinance <br /> Administrator's Review/Recommendation: C a <br /> - No comments to supplement this report / .. 1 ,L7 <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> In May of 1992, the City Council passed Ordinance No. 509 (copy attached) <br /> which placed a 12 month Moratorium on the siting of any Adult Uses within <br /> the City of Mounds View. The intent of the Moratorium was to allow the <br /> City time to review the issues relating to Adult Uses and draft an <br /> effective and useful Ordinance regulating their establishment. In May of <br /> 1993 , the Council extended the Moratorium established in Ordinance 509 for <br /> a period of 18 months. This extension has now reached its conclusion and <br /> the City will need to address the issue of Adult Uses. <br /> In preparation for this endeavor, Staff has contacted other Cities which <br /> have instituted Ordinances regulating Adult Use activities in order to <br /> determine the most appropriate and useful procedures to follow in drafting <br /> this document. Their comments are capsuled in the attached memorandum from <br /> Planning Associate Joyce Pruitt. <br /> At this point, Staff is seeking Council direction on this matter. Staff <br /> will need to know if the Council would like to have an independent study <br /> done or, if the compilation of studies done for other communities will be <br /> sufficient. Once that is determined, it is the recommendation of Staff <br /> that a document be drafted (by City Staff and Attorney) and presented for <br /> comment and discussion at the December Work Session. <br /> Paul Harrington, Communit, i Development Coordinator <br /> RECOMMENDATION; <br />
