Mr. <br /> Downing is the owner of Lot 2 , Block 1 Downing Addition (please see <br /> attached area map for location of property) . <br /> Chapter 1010. 08 Subdivision 1 c of the Mounds View Municipal Code requires <br /> the issuance of a Wetland Alteration Permit for " . . . the construction, <br /> alteration or removal of any structure. . . " in or upon a Wetland Zoning <br /> District. The Wetland Buffer Area is defined as being a part of the <br /> overall Wetland Zoning District. <br /> Staff has reviewed this item with the City Consulting Engineer for <br /> consistency with City Codes. Among the issues discussed were whether or <br /> not the home could be placed at an elevation high enough above groundwater <br /> level and, what impacts the structure and associated yard landscaping will <br /> have on the wetland. It is the opinion of the Engineer that the home <br /> itself would not have that great of an impact on the wetland, however, any <br /> landscaping would further eliminate natural wetland vegetation found in the <br /> area. The Engineer will be providing Staff with information on the minimum <br /> building elevation on Monday, November 28 - that information will be <br /> forwarded to the Council on Tuesday. <br /> At this point, Staff has not drafted the verbiage for Resolution No. 4671. <br /> A copy of that Resolution will be provided for consideration on Tuesday <br /> Evening. <br /> ----) <br /> / Paul Harrington, Coiiunity Development Coordinator <br /> RECOMMENDATION; <br />
