FEASIBILITY REPORT <br /> PLANS AND SPECIFICATIONS <br /> FOR <br /> CITY PROJECT NO. 94-6 <br /> SANITARY SEWER CONNECTION <br /> FOR 7406 SPRING LAKE ROAD <br /> MOUNDS VIEW, MINNESOTA <br /> SEPTEMBER 19, 1994 <br /> Introduction <br /> The City of Mounds View has reviewed its policy regarding <br /> sanitary sewer service. The City Code requires that any existing <br /> building for human habitation be connected to the municipal sewer <br /> system. This is also a requirement of State Statutes. The city <br /> has been actively pursuing those properties that need to connect. <br /> Existing Conditions <br /> The property at 7406 Spring Lake Road is a single family <br /> residence, which was built before municipal sewer became <br /> available. Municipal sewer mains were later installed and a <br /> service stub was provided for this property. The property owner <br /> at that time declined to connect to the municipal system. The <br /> existing septic system is showing signs of failure. <br /> The current owner has indicated that she is unable to .finance-the ---------- <br /> entire project along with the sewer availability charge (SAC) . <br /> The estimated cost of construction is $2 , 500 - $3 , 500 and the SAC <br /> is $800. <br /> Recommendations <br /> Because of the possible operational problems of the existing <br /> septic system and in the interest of public health, it is <br /> important to have this property connected to the municipal sewer <br /> system as soon as possible. <br /> Due to the financial difficulties of the owner, it is recommended <br /> that the owner pay the SAC and the construction costs be financed <br /> by a special assessment to the property. <br />
