Page 19 <br /> 3. "Parkland Dedication" is required either in the form of cash in lieu of land <br /> or a land grant. The developer shall be responsible for the payment of all <br /> special assessments existing at the time of dedication. Depending upon <br /> the amount of land involved, the development shall not be assessed trunk <br /> acreage for that portion exceeding the minimum percentage dedication <br /> requirement for park purposes. <br /> E. Tax Eo_rfeitur_e Assessments. When a-parcel of-tax-forfeited-land-is returned-to <br /> private ownership, and the parcel is benefitted by an improvement for which <br /> special assessments were canceled because of the forfeiture, the City may, upon <br /> notice and hearing as provided for the original assessment, make a reassessment <br /> or a new assessment as to the parcel in an amount equal to the amount <br /> remaining unpaid on the original assessment. <br /> F. New Subdivisions <br /> 1. The improvement costs of new subdivisions shall be the sole responsibility <br /> of the property developer except consideration shall be given for assessing <br /> any other properties that receive special benefit from the improvements. <br /> G. Street Standards • <br /> 1. Minnesota State Aid Road Funds (MSA). The City is eligible for and <br /> annually receives funds from the State for the construction of roadways <br /> and related systems which are designed to specific standards. The State <br /> Aid procedures do not dictate how the City expends its annual <br /> appropriation, but rather it approves proposed City expenditures for eligible <br /> projects. Therefore, the City has the latitude to define how much MSA <br /> funding could be used in a given project. Stated differently, the City has <br /> the ability to define a project's assessable cost, and if the assessable cost <br /> is below the project cost, fund the difference with MSA monies. <br /> The MSA Board has extensively researched design standards for <br /> roadways. The City has approximately eight (8) miles of MSA designated <br /> streets. These streets are classified minor collectors and must be <br /> constructed to MSA Specifications to received funding. <br />
