* Bill Hanggi was on vacation last week, Bill Hanson will be <br /> on vacation for the next 2 weeks. <br /> * Wally Mortenson is on vacation this week. <br /> Tracy <br /> COMMUNITY <br /> DEVELOPMENT <br /> NEW STATE LAW DEALING WITH PLANNING ISSUES <br /> Effective July 1, 1995, a new state law, adopted during the 1995 <br /> legislative session, states that a City, County, Township or <br /> other agency must approve or deny any application "related to" <br /> zoning, septic systems or expansion of the MUSA (Metropolitan <br /> Urban Service Area) within 60 days of receipt of a written <br /> request. If the application is incomplete in any way, the agency <br /> must notify the applicant in writing (no phone calls) within 10 <br /> days. The law goes on to say that notification (to other <br /> agencies) of an application which requires action by more than <br /> one agency is the responsibility of the agency first receiving <br /> the request - and the 60 day deadline begins when the first <br /> agency receives the application! <br /> The Minnesota Chapter of the American Planning Association <br /> opposed this bill and will be holding a workshop on strategies to <br /> deal with its implementation. The law is of particular concern <br /> to the City of Mounds View in that turnaround time on <br /> applications is a little slower because we use an outside <br /> consultant for engineering services. <br /> Staff wanted the Council to be aware of this new law and will be <br /> updating you frequently on its impacts to City planning reviews. <br /> PHONE BOOK RECYCLING <br /> Recycling Intern Pete Lindstrom has been working on setting up a <br /> collection site for old phone books at the public Works Garage. <br /> Beginning in mid to late July, a dumpster will be located at the <br /> Garage so residents can dispose of their old phone books. The <br /> dumpster will be on site for approximately 4-6 weeks. Although <br /> the exact dates have not been set, please begin to get the word <br /> out about this service. When the dates become more finalized, <br /> Staff will be advertising the service on the City Hall message <br /> board. <br /> Paul <br />
