POLICE <br /> The objective of the Police Department is to provide basic <br /> Police Service, preserve the peace, and protect the public <br /> by enforcing State and Local laws. <br /> In doing so, the Department's role is to enforce the law in <br /> a fair and impartial manner, recognizing boththe statutory <br /> and judicial limitations of . Police authority and the <br /> constitutional rights of all persons. <br /> Basic services provided by the Police Department include: <br /> a. Prevention of Crime <br /> Involving the community in programs such as <br /> Operation Identification and Block Watch. <br /> Instilling in the community a sense of concern for <br /> crime problems and law enforcement needs to <br /> help combat the problems. <br /> b. Deterrence of Crime <br /> Routine patrolling of the City streets, parks, and <br /> business areas reduces crime because ' criminals <br /> feel immediate apprehension would be imminent. <br /> In the course of routine patrol officers investigate <br /> behavior which reasonably appears to be <br /> criminally directed. <br /> c. Apprehension of Offenders <br />
