Public Service Program <br /> B. Capital Improvement Plan <br /> C. Capital Budget <br /> D. Long Term Revenue Program <br /> In 1995, the City converted from a line item budget format to a program/performance <br /> based budget format. Under the old format, services were described under departments. <br /> The new format describes services based on the specific service program. <br /> Within this document, each program has summarized each of the four components of <br /> the Long Term Financial Plan. <br /> 1 <br />
