UN/WPM:PE
Mounds View City Council Page 9
Regular Meeting July 17, 1995
Rod Kirtz asked what would happen if the homeowner has a
completely finished off basement?

Mayor Linke stated that in those cases perhaps an additional
$25.00 charge would be charged to put radio read in those
homes.

Bill Werner stated that there is not enough information given
to the public on this item. What is the $30, 000 loss? Werner
stated that the public needs to know the effects of all three
options. Werner asked Hankner if she already decid- • -
meters were going to be put in.

Linke explained that he was also in support of new meters
because of the percentage of loss of revenue. The City is
losing $30, 000 in lost revenue.

Bill Werner again asked where the losses were occurring.

Ulrich responded that the residential readers are running at
98% and the commercial meters are running at 94%.

Bill Werner stated that adjustments could be made on the fees.
Perhaps the City should do monthly readings or weekly
readings. The public does not need to be checked on monthly or
weekly or quarterly, how about a reading in five years?
Werner stated that he believes that the people are giving good
readings and what does the comment, in case we get integrated
with other cities, mean?

Hankner stated to Mr. Werner that no bogus games were going on
and that the Council as human beings discusses items in
detail. Hankner stated that is the way that each member can
give and receive opinions and that what is said should not be
held against the Council until a decision has been made.
Hankner stated that Mr. Werner should attend the meetings more
frequently instead of receiving bits and pieces of
information. Hankner stated that the Council stays for many
hours at meetings and attends many meetings which is a very
large commitment. Hankner also stated that the Council counts
on staff for information. Council is not trying to pull any
charade. Hankner again encouraged Werner to take the time to
be involved and that it would be understood that something has
to be done to the water meter program.

Werner stated that bigger and newer is better.

Councilmember Trude stated that perhaps a pamphlet should come
out.
