■ ■ ■ ■ <br /> THlS IS <br /> For the Week of August 28, 1995 - September 1 , 1995 <br /> ADMINISTRATION <br /> ADMINISTRATION <br /> Several members of the staff, Councilmember Hankner and myself <br /> attended Ron Fagerstrom's funeral today. There were perhaps 30 <br /> fire trucks and support vehicles from as far as Red Wing and <br /> Woodbury. It was a wonderful tribute to Ron, a "send off" I'm <br /> sure he would have liked. <br /> ***************************** <br /> A recent Administrative Law decision now requires that we release <br /> agenda information and corresponding staff reports as soon as <br /> they are prepared if a request for such is made. Before, we, did <br /> not release Agenda information until the Council had received the <br /> information. <br /> ****************************** <br /> Dawn and I attend a meeting on Wednesday regarding Indian <br /> Sovereignty Issues. It was very informative. Under current law <br /> (and there is little hope of the law being changed in the near <br /> future) , an Indian tribe may purchase land, any land, and request <br /> that it be held in trust as part of "Indian Lands" . Once the <br /> trust is granted by the Bureau of Indian Affairs (BIA) , it is <br /> removed from the tax rolls. Several communities are experiencing <br /> a diverse range of problems as a result of the federal and state <br /> gaming laws that are resulting in an ever expanding growth of <br /> Indian Lands. <br /> It appears that there is little that can be done at the State <br /> level as these communities are, indeed, sovereign nations <br /> governed only by federal law. The issue is especially pressing as <br /> the TCAAP site is discussed as a possible Indian reservation. <br />
