• Appendix B <br /> Summary of Proposal <br /> The Arsenal Cleanup and Conversion Project plans to carry out the following citizen participation <br /> plan in order to solicit community input on future uses of the Twin Cities Army Ammunition Plant. <br /> • Coordinate 3-5 community meetings in each of the four cities of Arden Hills, Mounds View, <br /> New Brighton, and Shoreview, for a total of 12 to 20 meetings. <br /> • Meetings will be comprised of residents, businesses and workers. The meetings will be designed <br /> to solicit input from citizens about their community, its strengths and needs, and their ideas and <br /> • Four of the 12-20 meetings will focus on specific constituency groups,to capture input from a <br /> range of voices in the community. There will be one meeting each for businesses, youth, elderly <br /> people, and low income people and displaced workers. The remainder of the meetings (8-16) <br /> will be open to all area residents, businesses, and workers, with attention paid to ensuring that <br /> participation is representative of the area's population. <br /> • The citizen input will be consolidated into a final written report. The report will include <br /> summaries of community strengths and needs, ideas and recommendations for future uses, and <br /> related demographic information. <br /> We plan to complete the report and present the information to the Reutilization Committee in July, <br /> 1995. <br /> Arsenal Cleanup and Conversion Project <br /> Citizen Participation Proposal <br /> Introduction <br /> The goal of the citizen participation process is to inform decision makers about the <br /> concerns,hopes and ideas of citizens for future uses of the Army property. This will <br /> enable leaders and citizens to plan together for a future of the site that benefits <br /> everyone. The process will engage the community in thinking positively and proactively <br /> about this parcel of land and the future of this community, and give decision makers the <br /> information they need to plan wisely for conversion. <br /> This proposal is presented by the Arsenal Cleanup and Conversion Project, a group of local <br /> citizens and workers who are working to promote the successful cleanup and conversion of <br /> the Army Ammunition Plant. The Arsenal Cleanup and Conversion Project has received a <br /> grant from the University of Minnesota Extension Service to hire graduate student staff to <br />
