This would cost the homeowner an additional $25.00. <br /> 2 <br /> 3 Mayor Linke explained that it is possible that a homeowner who refused to convert to the <br /> 4 new system would be charged a surcharge of up to $50.00/quarter for the added labor of <br /> 5 having their meter read. <br /> 6 <br /> 7 Mr. Ulrich noted that the meter readers have experienced some problem with a few <br /> 8 residents who refuse to let them in to their homes to read the meters. The fully automated <br /> • _ - OS . . _ 0 - - , . . - <br /> 10 <br /> 11 Jerry Blanchard, 8005 Groveland Road, stated he has a receipt which says that he will <br /> 12 receive a refund of$35.00 from the city if they take his meter. He was wondering if the <br /> 13 city has the money to refund residents for the meters. <br /> 14 <br /> 15 Mr. Ulrich informed him that the City is aware of this and has money appropriated for <br /> 16 this. <br /> 17 <br /> 18 Mr. Blanchard also stated he does not have a problem putting in a new meter system if it <br /> 19 is necessary. However, a 6%to 8% error tells him that maybe the city should be testing <br /> 20 meters more often and doing something about the bad ones, not spending money to put <br /> 21 new ones in. He wondered if all of them needed to be replaced. It was his feeling that <br /> 22 the city should only replace the 15%that are reading bad. <br /> 23 <br /> 24 Alena Baty, 2316 Hillview Road, stated for those residents who will not allow a meter <br /> 25 reader into their homes,they should be given estimates and charged anyway. <br /> 26 <br /> 27 Mayor Linke explained that this is done, however after five years it becomes rather <br /> 28 difficult. <br /> 29 <br /> 30 Council member Trude noted that the City has never threatened to turn off the water to <br /> 31 residences who do not allow the meters to be read. <br /> 32 <br /> 33 Ms. Baty stated she felt it may be a good idea to consider this. Mayor Linke responded <br /> 34 that he does not believe the city could legally turn off the water for this reason. <br /> 35 <br /> 36 Ms. Baty asked if the defective meters are due to the hard water in the city of Mounds <br /> 37 View. <br /> 38 <br /> 39 Mr. Ulrich stated manganese in the water does build up and can eventually slow the meter <br /> 40 due to the mineral deposits in the meters and pipes. However the hardness of Mounds <br /> 41 View water(15-16 grams) is well within the guidelines and should not present a <br /> 42 significant problem for homeowners. <br />
