Direction from Council was to present <br /> these standards at the next regular council meeting. An informational <br /> notice was submitted to the New Brighton Bulletin last week, informing the <br /> public that the Council would be addressing this issue on September 5, <br /> 1995 . <br /> A copy of the work session staff report follows for Council' s review. <br /> It is recommended that a 30 foot, face of curb to face of curb (FTF) , be <br /> adopted as the preferred or recommended width. While not totally <br /> accommodating to all uses of the roadway, this width will be reasonably <br /> functional for one lane of random parking both sides, bikers, in-line <br /> skaters, and pedestrians . In the majority of the City, very little loss of <br /> boulevard will occur. On many of the streets the only additional widening <br /> will be for the B618 curb and gutter. <br /> If circumstances exist that would greatly increase the construction cost, <br /> the roadway may be constructed to 28 feet FTF. Examples of these may be a <br /> high number of relocations of underground utilities, removal of too many <br /> mature trees (number to be determined) , additional landscaping required <br /> (retaining walls) , and if driveway slopes would have to be extended beyond <br /> the right-of-way to allow appropriate entry. If a street was constructed <br /> at 28 feet, it is recommended that parking be allowed only on one side. A <br /> parking lane would be striped to indicate this restriction, or signs <br /> installed (No Parking This Side) . <br /> One additional consideration is the width of Minnesota State Aid (MSA) <br /> streets . Construction standards are set by the State for streets designated <br /> MSA. These standards must be adhered to in order to receive the funding <br /> available . The standard widths for MSA streets are as follows: <br /> 26 feet No Parking Both Sides <br /> 32 feet Parking One Side <br /> 38 feet Parking Both Sides <br /> (over) <br /> RECOMMENDATION; <br />
