oF <br /> REQUEST FOR COUNCIL CONSIDERATION Agenda Section: <br /> STAFF REPORT Report Number: <br /> AGENDA SESSION DATE SEPTEMBER 26, 1995 Report Date: 9/26/95 <br /> DISPOSITION <br /> Item Description: <br /> CRIME <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> ,SUMMARY; <br /> The City of Mounds Views crimes are reported to the Minnesota <br /> Department of Public Safety, Minnesota Criminal Justice Information <br /> Systems. All offenses are reported as Class 1 or Class 2 crimes. <br /> The City crime rate is based on all the reported crimes. <br /> The problem with the system is that if you arrest a person for theft, <br /> and you arrest another person for burglary, both crimes <br /> are reported as Class 1 crimes. So, a city that has twenty <br /> minor crimes will have the same crime rate as a city that has <br /> twenty major crimes. <br /> Another problem is that the more arrests you make, the higher the crime <br /> rate goes because you report the arrests as a Class 1 or Class 2 crime <br /> cleared by arrest. An example of this would be a Driving While Under the <br /> influence of Alcohol arrest. The arrest is reported as a crime, but if <br /> there was no arrest there would be no reported crime. Therefore the <br /> more arrests made, the higher the crime rate. <br /> In Mounds View, we have more reported smaller crimes than larger more <br /> serious crimes. We also have a high arrest rate. Due to these two <br /> elements, Mounds View may show a higher statistical crime rate than <br /> the conditions our citizens live under. <br /> Dave Brick, Lieutenant <br /> RECOMMENDATION; <br />
