State of Minnesota <br /> Board of Government Innovation and Cooperation <br /> 309 Administration Building• 50 Sherburne Avenue• Saint Paul,Minnesota 56155• 612/282-2390• Fax 612/282-5333 <br /> September 5, 1995 <br /> TO: All Interested Individuals <br /> FROM: Jim Gelbmann <br /> Executive Director <br /> RE: Competitive Grants From The Board of Government Innovation and Cooperation <br /> Attached to this memo, please find a complete packet of information regarding the Board's three <br /> competitive grant programs. Pursuant to Minnesota Statute, the Board is able to award Service <br /> Budget Management Model Grants, Cooperation Planning Grants, and Service Sharing Grants for <br /> local governments and other affiliated interests that are willing to develop and implement innovative <br /> or cooperative service delivery systems. The Service Budget Management Model Grants and the <br /> Cooperation Planning Grants may not exceed $50,000 a piece. The Service Sharing grants may <br /> not exceed $100,000 each. This year, the Board has a total of approximately $750,000 available <br /> for all grants. <br /> SIGNIFICANT CHANGES IN THE GUIDELINES FOR THE GRANT PROGRAMS <br /> Statutory Changes <br /> The 1995 Minnesota Legislature established additional guidelines for the Board's competitive grant <br /> programs. Specifically, the Legislature specified that "the application [for all competitive grants] <br /> ... must state what other sources of funding have been considered by the local units of government <br /> to implement the project and explain why it is not possible to complete the project without <br /> assistance from the board." The new statutory language also specifies that "the board may not <br /> award a grant if it determines that the local units of government could complete the project without <br /> board assistance." Given this new statutory language, you will notice that a request for additional <br /> information has been incorporated into the application narrative relative to the need for state <br /> financial assistance. Given the statutory directive, please provide a comprehensive and accurate <br /> response to all questions relating to the need for the state's financial assistance. <br />
