1995 COOPERATION PLANNING <br /> GRANT APPLICATION <br /> NARRATIVE FORMAT <br /> Prepare a narrative that explains your proposed project. Use the following outline and be sure that <br /> your narrative addresses the ;ndicated issues. The narrative should not exceed eight pages. <br /> A. Proposed Project <br /> Describe in as much detail as you can your proposed project to plan for and implement the <br /> delivery of a-ser_vic-e or program thraugh�tergovernrnental-cooperation. How--are—you <br /> currently providing the service or program? What are you proposing to do differently? To <br /> what problems or opportunities are you responding? <br /> Estimate how much each applicant is currently spending on the delivery of the service or <br /> program, if any. Will this entire amount be transferred to the implementation phase of the <br /> project? <br /> Are you aware of any current or past attempt to develop or implement an <br /> intergovernmental cooperation project that is similar to your proposal? If so, describe that <br /> attempt and its outcome, and explain how your proposal will be different from that attempt. <br /> B. Benefit <br /> Expand on the information you provided in your pre-application regarding the benefits of <br /> your proposed project. What positive outcomes do you expect to achieve by delivering <br /> your service or program through intergovernmental cooperation? How will you measure <br /> those outcomes? Be as specific as possible when describing the improved service <br /> outcomes and the methodology you will use to measure the improvement in the outcomes. <br /> Do you expect cost savings to result from implementing your proposal? If so, what is your <br /> best estimate of annual savings? Explain how you calculated your estimate. (While it may <br /> be difficult to make such an estimate, you should note that you will not receive any points <br /> for a cost/benefit ratio if you do not.) <br /> C. Work Product <br /> Describe in detail the work product that you intend to develop during the planning phase <br /> of your project. A work product must be a tangible narrative or other output that can be <br /> shared with another unit of government that may want to replicate the project. Explain how <br /> you will use the work product to implement the intergovernmental delivery of your service <br /> or program. How will the work product be useful to other local governments interested in <br /> • replicating your project? <br />
