PRE-APPLICATION <br /> SCORING SYSTEM <br /> To be eligible for consideration by the Board, all applicants must: <br /> • State what other sources of funding have been considered by the, local units of government <br /> to implement the project and explain why it is not possible to complete the project without <br /> assistance from the Board. <br /> At its meeting on August 22, 1995, the Board approved a resolution informing all potential <br /> applicants that preference will be given to applications that: <br /> • propose an innovative idea for a cooperative planning, service budget management model, <br /> or service sharing pilot project. An innovative idea includes an activity which has not been <br /> previously funded by the Board and is not already being done within the state; <br /> • focus on the improved delivery of an existing public service, as opposed to applications <br /> that focus on new services or service enhancements; and <br /> • anticipate improved public service outcomes, and which incorporate a realistic method for <br /> measuring those improved outcomes. <br /> All eligible pre-applications will be evaluated using the following point scoring system. <br /> Points Criteria <br /> 15 The extent to which the pre-application demonstrates creative thinking and <br /> cooperation. <br /> 20 The extent to which the proposed project is likely to improve the quality of the <br /> service and to have benefits for other local governments. <br /> 20 The extent to which the pre-application reflects the statutory goal of the grant <br /> program. <br /> 15 The merit of the proposed project and the extent to which it warrants the state's <br /> financial participation. When considering the merit of the proposed project, the <br /> Board will focus on the extent to which the proposed project will improve service <br /> outcomes and the ability of the applicant to define how the improvement in service <br /> outcomes will be measured. <br />
