VI . WORKFORCE, AVAILABILITY AND UTILIZATION/UNDERUTILIZATION <br /> ANALYSES <br /> The City conducted separate in-depth analyses of each job group for <br /> minorities and for women (protected groups) . The purpose of these <br /> analyses is to determine if minorities and/or women are currently <br /> being underutilized in one or more job groups . The results of <br /> these analyses then become the basis for establishing the <br /> objectives detailed in this document. <br /> 1 . Workforce Analysis <br /> A workforce analysis is prepared annually if new <br /> positions are added to the City's workforce and/or <br /> turnover has occurred within the City's workforce. This <br /> analysis contains job titles ranked from the lowest paid <br /> to the highest paid within each department. For each job <br /> titlethe total incumbents by race and sex, and total <br /> incumbents males, and females, are listed. This profile <br /> includes the actual wage for all job titles . <br /> 2 . Availability Analysis <br /> An Availability Analysis has been performed to aid the <br /> City in determining whether minorities and/or women are <br /> being underutilized in the City's operations. <br /> The establishment of job groups is necessary for the <br /> performance of an Availability Analysis . The following <br /> job groups and positions within the groups are as <br /> follows, <br /> Managers and Administrators : City <br /> Administrator, Finance Director, Police Chief, <br /> Parks, Recreation and Forestry Director, <br /> Economic Development Coordinator, Community <br /> Development Director, Public Works Director <br /> Professional: Planning Associate, Housing <br /> Inspector, Accountant, Parks and Recreation <br /> Administrative Assistant, Athletic Supervisor, <br /> Clubohouse Supervisor, and Grounds <br /> Superintendent <br /> Technical: Building Inspector, Engineering Aide <br /> Protective Service: Lieutenant, Sergeant, <br /> Investigator and Patrol Officer <br /> Office and Clerical: Department Secretary (3) , <br /> Utility Clerk, Payroll Clerk, Administrative <br /> Secretary, Receptioninst <br /> Skilled Craft Workers: Public Works <br /> Maintenance Workers, Park and Recreation <br /> Maintenance Workers <br /> Availability data was developed for minorities and women using the <br /> data available in 1990 census as provided by the Minnesota <br /> Department of Jobs and Training. <br /> 8 <br />
