The City may also need an easement over the <br /> buffer area to assure compliance in the future. Easement of this type would be extensive since the <br /> high area has such a longated shape. <br /> SITE PLAN NO. 2 (Mitigated Area) <br /> From a drainage perspective, the site plan proposed will be adequate. It maintains most of the <br /> existing drainage patterns of the lot. The grading on the east side would need to b- - : - . <br /> monitored to assure that it provides adequate drainage from the adjacent backyards. <br /> The minimum building elevation proposed has the necessary freeboard (2-feet) above the 100-year <br /> ponding elevation of 889.9. As is the case with Alternative 1,increased runoff from the house and <br /> driveway will have no impact on increasing the 100-year flood elevation. <br /> The proposed site is still within the 100-foot buffer of the wetland.As was the case with Alternative <br /> 1,if construction is permitted in the buffer area,the developer or owner needs to demonstrate that <br /> "best management practices"were done to protect the wetland. The site does not appear to protect <br /> the adjacent wetlands. <br /> The sodded or lawn areas again would be adjacent to the wetland area. A natural buffer strip to <br /> prevent yard and driveway runoff from going directly into the wetland does not appear on the site <br /> plan. If the owner provides a 5 to 10-foot buffer strip of natural upland between the yard and <br /> wetland, the site plan would be more acceptable. The City may also need an easement over the <br /> buffer area to assure compliance in the future. <br /> Although both site plans appear to be acceptable, Site Plan No. 2 is a better layout since it would <br /> be less disruptive to the wetland in the future. Site Plan No.2 requires the filling of a wetland and <br /> thus,requires creation of additional wetlands;however,it would create a lot which is less obtrusive <br /> into the nearby wetland complex. Other reasons for Site Plan No. 2 being better are: 1) the <br /> driveway will drain to the street and thus,not directly into the wetland,2) less lot length adjacent <br /> to the wetland,3)easier to create and maintain a buffer strip between the yard and the wetland,and <br /> 4)becomes more of a normal lot shape and configuration. <br /> If you have any questions,please call me at 490-2026. <br /> tlo <br />
