October 16, 1995 <br /> Sherri Ruf <br /> Personal Representative of the estate for Lewis John(Jack)Downing <br /> 1829 127th Lane NW <br /> Coon Rapids, MN 55448 <br /> City of Mounds View <br /> 2401 Highway 10 <br /> Mounds View, MN 55112 <br /> Re: Downing Lot 1,Block one(1),Downing Addition on the corner of Longview Drive and <br /> Woodale Drive <br /> Dear City Council, <br /> This letter is to request that we are allowed to buy part of the land known as Lot 1, Block 1, <br /> Downing Addition. <br /> My father, Jack Downing, owned this land and paid over$10,000.00 in taxes until it was <br /> pronounced wetland and then he quit paying the taxes and let it go into forfeiture. The land is now <br /> in the states hands but the City of Mounds View has a use deed for the land. We are requesting <br /> that you deed part of it back to the state so that we may buy it back for the following reasons: <br /> *We need a 40' strip (as denoted on the diagram) in order to add to our present Lot 2, <br /> Block 1 of the Downing Addition in order to create a buildable lot. <br /> *The addition of this 40' strip would make the land a part of a parcel which would be then <br /> put to valuable use and create more taxes for the city, without adversely affecting the <br /> storm water drainage of the land nor the forestation of the area. <br /> * The addition of this 40' strip would allow us to build a home which would be much <br /> better suited topographically to the land, lessen the impact on the neighbors, and be <br /> much less hassle, time and energy for the city than if we had to mitigate another section <br /> of our present lot. <br /> * As you can see on the map and overlay a natural upland path now exists for the <br /> proposed driveway and house and building here would cause the least disturbance to the <br /> natural habitat. <br />
