Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; Lynnette Morgan, Administrative Aide and a student at St. Thomas, has prepared a report regarding Highway 10 Redevelopment per the request of the EDC on providing a vehicle to educate the public regarding the benefits of redevelopment. I have attached the draft report for your review and comment. The EDC received a copy at their last meeting and they will be providing comment regarding the use and presentation of the report to the public. The EDC has suggested staff use many visuals to present the information such as graphs, pictures, computer generated renderings. We could show deteriorating or under used properties, such as the blue house and adjoining land, and then show a rendering of what it could look like if it was redeveloped. I have contacted a company in Roseville who will be able to assist us with this presentation. In addition, I have arranged to meet with Planning Professors at the Humphry Institute regarding the report and its presentation. I will be meeting with them on November 8. I would like the EDA to review the report and provide comment. In particular, I would like comment regarding the proposed plan that was put together by the Highway 10 Subcommittee. The full report was given to you at the Sept. Work Session and is summarized in the report that is attached. A presentation to the public would include discussion of the designated areas of development therefore it is imperative that the EDA provide input prior to the preparation of these public meetings. In addition, any EDA members that could assist with the history of development in Mounds View with regards to pictures for the presentation would be appreciated.
