9. MIXED-USE DEVELOPMENT Community and Commuter services mixed with senior <br /> complex and multi-family units bring people close to the services available within walking <br /> distance. <br /> 10. LOCAL COMMERCIAL BUSINESS gradual shift from commercial type land uses to <br /> that of medium and low density residential. Includes a number of properties which are legal non- <br /> conforming in relation to the established zoning districts. <br /> 11. MEDIUM/LOW DENSITY RESIDENTIAL Developments have taken a natural focus on <br /> residential projects with the recently developed 22-unit townhouse development and 17-lot <br /> single family home subdivision. <br /> VII. TRAFFIC CONDITIONS <br /> Anyone who has ever traveled Highway 10 has had the realization that the highway is not <br /> a community-oriented roadway, but rather a connecting thoroughfare for the northern suburban <br /> communities. Completion of the Highway 610 corridor will ultimately shift some of traffic <br /> moving both east and west away from Highway 10. The result of the decrease in traffic affords <br /> the City the opportunity to create a truly community-oriented boulevard -- one that portrays the <br /> collective character and image of the community, and one that addresses the needs of the <br /> pedestrians, pathways users and slower streetscape environment. <br /> It is imperative that a plan to redevelop Highway 10 include ways to move pedestrians <br /> across the highway in a safe manner. A proposal for a pedestrian bridge would afford for this <br /> opportunity. In addition providing sidewalks and adequate street lights will hinder the dangers <br /> of rapidly traveling commuter traffic. One proposal also includes the use of a people mover <br /> (transit or bus) along Highway 10. Currently MTC does not make stops along Highway 10. This <br /> is both detrimental to the businesses and people in Mounds View. <br /> VIII. ANALYSIS OF EXISTING CONDITIONS <br /> a. The following items were identified as the corridor's strengths. <br /> • The corridor presents opportunities for commercial enterprises due to traffic and general <br /> good visibility. <br /> 8 <br />
