JJ ) <br /> Explanation/Summary (attach supplement she is as ecessary.) <br /> UMMARY; <br /> At the EDC meeting on October 26, 1995, we heard a presentation from Bart Bevins from the <br /> Department of Trade and Economic Development regarding the process for being designated as a <br /> Star City. Since the EDC will be updating Mounds View's Economic Development Plan, dated <br /> April 1986, I thought it may be worthwhile to pursue gaining star city status for the City. The <br /> Star City Program is a four phase process (See Attached Flow Chart). Mounds View has <br /> completed the majority of the phases with the strategic planning through Focus 2000, the <br /> retention program and establishment of a marketing program. We would need to complete the <br /> revision of the economic development plan and produce a promotional video to complete the <br /> Application Process. The final requirement is to make a presentation to DIED representatives <br /> selling Mounds View to a mock up company. <br /> You may ask, as did the EDC, so what do we gain? <br /> ♦ Star City Designation on State Signs. <br /> ♦ Internal and ongoing recognition that economic development is a priority. <br /> • DTED representative, when working with prospects, give out lists of Cities. Although the <br /> list includes all Cities it also reference those that are Star Cities. DTED does promote the <br /> benefit of being a Star City. <br /> • Although DTED does not give preferential treatment to Star Cities persay they do have a <br /> dedication to them through annual reviews and assistance in economic development. <br /> • DTED does believe those Cities that have a sound marketing plan are much more prepared <br /> to deliver a professional presentation selling not only the City but the State to new <br /> companies. <br /> After discussion with Mr. Bevins, the EDC made a motion to recommend to the EDA that the City <br /> apply to the State for Star City Status. I have attached a resolution which would be forwarded to <br /> DTED to begin the process. <br /> RECOMMENDATION; Cathy Benne conomic Development Coordinator <br />
