CM <br /> 'VOF REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 14. <br /> SSTAFF REPORT Report Number: 95-1508WS <br /> AGENDA SESSION DATE November 6, 1995 Report Date: 1 1-1-95 <br /> DISPOSITION <br /> Item Description: Consideration of County Road Turn back, and Feasibility Study <br /> for Reconstruction of Bronson Drive. <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report `9. <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> Throughout the summer staff and some members of the Council have received <br /> complaints and inquires about the condition and status of Spring Lake Road. <br /> Recently staff approached Council about accepting an earlier turnback of <br /> this Ramsey County Road. <br /> There are two segments of Spring Lake Road that will be turned back to the <br /> City of Mounds View. The first one scheduled to be turned back in the year <br /> 2000 is from TH 10 to the North Co. line, the second segment, Co. Rd H2 to <br /> 79th is in the year 2002 . Although the City will receive maintenance funds <br /> for activities performed on the road, staff would recommend that this turn <br /> back and reconstruction be moved up to 1997 . <br /> Estimates from Ramsey County indicate that to reconstruct both segments of <br /> Spring Lake Road will cost approximately $1, 460, 000 . Of that amount the <br /> County will contribute $580, 000 . This estimate is based on a generic <br /> project of the County' s . These estimates could vary depending on the <br /> variables created in a reconstruction project . These segments will not be <br /> added to the MSA system, as they were merely County roads in the past and <br /> the County did not receive State Aid on the mileage . Financing of this <br /> project would include Ramsey County participation and special assessments . <br /> Staff is seeking Council's direction in regards to requesting an earlier <br /> turn back and reconstruction date. <br /> Staff also attended a MSA seminar recently. At this seminar, the local <br /> needs report was distributed, and discussion revolved around construction <br /> funds for the cities . It was noted that Mounds View has approximately 3 . 3 <br /> times the amount of constructions dollars that we receive annually. It was <br /> also mentioned that cities not spending their construction funds could be <br /> considered for penalties . <br /> Currently Mounds View has $593 , 970 in the construction fund, with <br /> additional $180, 000 added to the fund in 1996 . Staff has mentioned in the <br /> past that the next probable MSA reconstruction project would be Bronson <br /> Drive, from Edgewood Drive to Quincy Street . All utilities, including <br /> surface water drainage for the district would be considered in a <br /> feasibility study. <br />
