Explanation/Summary (attach supplement sheets as necessary.) SUMMARY; In the Spring of 1995, Dynex Industries was given approval by the Mounds View City Council for an expansion of their facilities at 4851 Mustang Drive. As a part of this approval, Dynex was directed (by the Mounds View/SLP/Blaine Fire Department) to add an additional fire hydrant on the property to assist in fire suppression. After reviewing the available utilities servicing the property, it was decided that the property could be most reasonably serviced by an existing New Brighton water line. The plan for the hydrant is to tap the existing New Brighton line and run an approximately 100 foot lead onto the Dynex property terminating at the required hydrant. Because of the need to utilize a New Brighton line, a Joint Powers Agreement is necessary between the two cities. The attached agreement was the result of numerous meetings between Staff representing both communities. The document has been reviewed by the City Attorney and found to be satisfactory for the desired intent. One note, Mounds View is named as a responsible party in the Agreement. Brian Sjoberg of Dynex has been informed that should the Mounds View City Council elect to enter into this agreement, a supplemental agreement between Mounds View and Dynex will need to be executed in order to transfer responsibilities listed in the Mounds View/New Brighton Agreement to Dynex. rl Paul Harrington, Communilj tevelopment Coordinator RECOMMENDATION; By motion, authorize the Mayor and Clerk-Administrator to execute the Joint Powers Agreement and further, authorize Staff to draft a supplemental agreement between the City of Mounds View and Dynex Industries.
