Agenda Section: 10. 7:20 p.m. <br /> J�u ;�� REQUEST FOR COUNCIL CONSIDERATION Report Number:95-1537C <br /> STAFF REPORT Report Date: 11-21-95 <br /> Council Action: <br /> ❑ Special Order of Business <br /> CITY COUNCIL MEETING DATE November 27, 1995 )tEl Public Hearings <br /> ❑ Consent Agenda <br /> ❑ Council Business <br /> Item Description: Consideration of Request for a Rezoning of A Portion of the Property located <br /> at 2801/2809 Bronson Drive, Ordinance No. 569 <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report A./ <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sir necessary.) <br /> SUMMARY; <br /> Larry Beach has made application for a Rezoning of a portion of the <br /> property located at 2801/2809 Bronson Drive (please see attached map) . <br /> Specifically, the applicant is requesting that the northernmost 225 feet <br /> of Lots 10 and 11 of Spring Lake Park Knolls Addition be rezoned from its <br /> current designation of R-1, Single Family Residential, to R-2, Single and <br /> Two Family Residential. The request, if approved, would allow the <br /> development of the property as owner-occupied twinhomes. The remaining <br /> portions of the two lots would stay R-1. <br /> Chapter 1125.01 Subdivision 1 (e) of the Mounds View Municipal Code <br /> identifies those factors upon which the City Council should base its <br /> decision relative to any rezoning request. Those factors, and an analysis <br /> of their relevance, are as follows: <br /> 1) Relationship to Municipal Comprehensive Plan <br /> The Comprehensive Plan in its current form identifies these parcels <br /> as low density residential. The R-2 zoning classification falls <br /> within the parameters of low density and would therefore be consistent <br /> with the direction of the Plan. <br /> 2) Geographical area involved <br /> The parcels are bounded on the South and East sides by Bronson Drive <br /> and Silver Lake Road. To the North is additional R-2 property and, <br /> to the West is Single Family. <br /> 3) Whether such use will tend to or actually depreciate the <br /> area in which it is proposed <br /> The applicant has constructed similar twinhomes immediately north of <br /> the proposed rezoning location. The values of those properties (in <br /> excess of $160,000 per unit) leads to a positive impact on the area. <br /> In addition, the relatively high cost of the units discourages the <br /> opportunity for the r erties to become rentals. <br /> RECOMMENDATION Pa 4larrington, .
