For single family homes, do we <br /> want to purchase the home, resell it to a contractor and oversee the <br /> rehab? <br /> 3. Do we want to target a specific area? Either single- or multi-family? <br /> 4. Do we want to want to establish a housing replacement program similar <br /> to Crystal's? <br /> A. If so, should we seek special legislation to bring the <br /> value to zero enabling us to capture a larger increment? <br /> B If so, do we wait until the special legislation until we <br /> begin the housing program? <br /> 5. Are we concerned about the pay back of TIF? Typically, when using <br /> TIF for housing redevelopment, you do not make money and often <br /> times you intially lose money. However, it can significantly upgrade <br /> the housing stock and stimulate rehabilitation of other homes. <br /> Because of the constantly changing laws regarding the use of TIF, they advised establishing a <br /> program as soon as possible with our TIF. In addition, CDBG grant applications will be <br /> coming out the beginning of January. We could apply for money from the County to use in <br /> cooperation with our TIF. It is our goal to attempt to have policy questions answered and a <br /> plan drafted before the applications for CDBG. <br /> At the work session, we need answers to these policy questions to gain direction on what way <br /> the Council would like to go with the improvement of housing in the City of Mounds View. <br />
