REQUEST FOR COUNCIL CONSIDERATION Agenda Section: 5. <br /> 1111706 <br /> STAFF REPORT Report Number: 95-1542ws <br /> , <br /> ArTFANnA SESSION n ATEReport Date: <br /> � - December 4. 1995 11-30-95 <br /> DISPOSITION <br /> Item Description: <br /> Continued Discussion Regarding Redevelopment of Highway 10 <br /> Administrator's Review/Recommendation: <br /> - No comments to supplement this report 42411 <br /> - Comments attached. <br /> Explanation/Summary (attach supplement sheets as necessary.) <br /> SUMMARY; <br /> The closing of 2625 Highway 10, scheduled for November 27, 1995, was delayed due to <br /> the results of the environmental report performed by AA Environmental in Blaine. The <br /> environmental report noted concerns with dumping piles, deposits of car batteries, <br /> antifreeze and mounds of an unknown nature on the property or adjacent properties. <br /> Upon discussion with the property owner he feels the areas in question are not on his <br /> property but rather on the adjacent property to the north-west. Therefore, we requested <br /> that he have the property staked to identify the actual location of the debris. After the <br /> property is staked, at the owners expense, AA Environmental will reevaluate if the debris is <br /> located within the property lines. <br /> In light of the report completed by AA Environmental, I contacted three other <br /> environmental companies for quotes on Phase II environmental services. All three <br /> companies felt the report was not industry standard Phase I material and that the <br /> information was too vague to substantiate the need for a Phase II study which would be <br /> both lengthy and costly. Each company suggested either performing a standard Phase I or <br /> address the issues presented in the report with more thorough evaluation and soil samples. <br /> I discussed this matter with Larry Wertheim of Kennedy 8t Graven and he suggested, at a <br /> minimum, addressing the areas in question.
