RAFT //- 2 - `'C <br /> DATE r/ <br /> The Site: <br /> The site includes approximately 7 acres located on the North-West side of Highway 10 <br /> between County Road I and Sunnyside Road. (See attached map). Currently the site <br /> consists of a mix of single family residential, multi-family residential and commercial office. <br /> Most of the parcels are substandard and are in need of redevelopment. <br /> The location is in the heart of Mounds View's service center which includes two small retail <br /> strip centers (Moundsview Square and Silverview Plaza), Fast Food Restaurants (Hardees <br /> and Burger King), SuperAmerica, a bike shop and radio store, and an 85-Unit Senior <br /> Housing Facility. The site is one of the last corners to be developed to tie into the city <br />-centerof Mounds View. <br /> Site Concerns\Control: <br /> One of the major factors that will dictate the development of this site is the impact of a <br /> development on the residential neighborhood to the north of the site. Mounds View has <br /> always taken pride in ensuring that there is a balance between commercial and residential <br /> development. Adequate buffering and a use that would be sensitive to the needs of the <br /> residential neighborhood will be highly considered. A use that would have limited evening <br /> traffic, such as an office complex, would be desired. <br /> The EDA may consider the use of tax increment financing to assist in the proper <br /> redevelopment of the site. Currently, the City owns the parcel on the corner of Highway <br /> 10 and County Road I. The EDA may consider using these funds for the following <br /> activities: <br /> ► Real estate acquisition, <br /> ► Relocation and site clearance, <br /> ► Public improvements, <br /> ► Utilities, and <br /> ► Surface water management requirements. <br /> Traffic: <br /> State Highway 10 accommodates over 40,000 vehicles and is the major thoroughfare <br /> between St. Paul and other Ramsey County communities to the North West suburbs if <br /> Coon Rapids and Anoka. In addition, traffic counts for the County Road I and Highway 10 <br /> intersection exceed 16,500. Currently, there are several access points off of Highway 10 <br /> onto the subject properties. The City would work closely with MnDot to ensure that <br /> adequate and safe access to the properties is achieved. <br /> 2 <br />
