s��4 i P <br /> Page 12 <br /> November 27, 1995 <br /> Mounds View City Council <br /> 1 Mayor Linke opened the Public Hearing at 8:23 p.m. to Consider a Request for <br /> 2 Wetland Alteration Permit for Sherri Ruf, Representing Louis Downing. <br /> 3 <br /> 4 Mr. Harrington stated in the fall of 1994, Sherri Ruf, representing her father <br /> 5 Louis Downing requested a Wetland Alteration Permit which would allow <br /> 6 construction of a single family home on the property which is located at the <br /> 7 intersection of Longview and Wooddale Drive. The applicant was required at <br /> 8 that time to have a Wetland Delineation performed on the property in order to <br /> 9 determine th wetlan was-or he-_property Ms Rtr <br /> 10 completed this and presented two different proposals for developing the <br /> 11 property as single family housing. Mr. Harrington provided diagrams of the <br /> 12 two different proposals, noting that Rocky Keehn has reviewed both and feels <br /> 13 that proposal number 2 would involve the least amount of disturbance to the <br /> 14 wetland area. The delineation has also been submitted to the Rice Creek <br /> 15 Watershed District who approved it and of the plan to construct the home. <br /> 16 This proposal involves a mitigation of the wetland on the property. <br /> 17 <br /> 18 Mr. Keehn provided a brief overview of what his findings were. He noted that <br /> 19 a natural strip would be required between the lawn and the wetland. <br /> 20 <br /> 21 Mr. Allen Sheldon, 5143 Red Oak Drive, stated he owns property near the site <br /> 22 and has some concern as to flooding problems he may experience as his <br /> 23 property is not much higher. He also was concerned that the changes could <br /> 24 create a mosquito habitat which could cause a nuisance for him (he referred to <br /> 25 a section of the MN Statutes which he felt was applicable to this case). <br /> 26 <br /> 27 Mayor Linke stated he did not know what the entire statute reads, but did not <br /> 28 feel it would pertained to wetlands, but rather referred to property with standing <br /> 29 water which would encourage a mosquito habitat. <br /> 30 <br /> 31 David Tillman, 5166 Longview Drive stated his only question is whether or not <br /> 32 the city should allow constant building in buffer zones that they have created <br /> 33 and what the actual purpose of a buffer zone is. <br /> 34 <br /> 35 Mr. Harrington explained that the city has had situations where the buffer zones <br /> 36 have greatly influenced proposals by the developer not being able to provide <br /> 37 the necessary improvements to the wetlands that are required. <br /> 38 <br /> 39 Mayor Linke closed the public hearing at 8:55 p.m. <br /> 40 <br /> 41 Ms. Trude noted that she had a resident talk to her about Woodcrest Park. <br /> 42 She stated she talked with Mr. Harrington about this and Woodcrest Park still <br />
