The City operates water, sewer, and street light utilities. Six wells are maintained with <br /> a combined capacity of approximately 12 million gpd. The average demand is 1.2 <br /> million mgd and the water storage capacity is 2.5 million gallons. Wastewater <br /> treatment is provided by the Metropolitan Waste Control Commission. Refuse <br /> collection is provided privately. <br /> Through a joint powers agreement, Mounds View and the communities of Blaine and <br /> Spring Lake Park are served by a volunteer Fire Department. A full-time Fire Chief <br /> maintains liaison with the three municipalities. The City's fire insurance rating is Class 4. <br /> Local and regional news is provided by two newspapers, one published by the City of <br /> Mounds View. Community access programming is available on Cable TV. <br /> Medical services are available in the nearby communities of Fridley and Coon Rapids. <br /> The Organization <br /> The City of Mounds View operates under a modified weak Mayor-Council form of <br /> government directed by a Home Rule Charter. The Mayoral term is two years and <br /> four Councilmembers are elected to four year overlapping terms on an at-large basis. <br /> Independent Boards created by the Council include a 15-member Charter Commission, <br /> Parks & Recreation Commission, Economic Development Commission, Planning <br /> Commission, and Police Civil Service Commission. <br /> (insert organizational chart) <br /> The Position <br /> The City Administrator assists the Council in the development of public policy. The <br /> City Administrator develops and implements programs, work plans, and a budget which <br /> advances the Council's policies with the assistance of Department Heads and staff. <br /> Under Council direction, the City Administrator plans, directs, and evaluates the <br /> delivery of municipal services and manages the collaborative personnel system for all <br /> City employees. Specific duties include: <br /> * Keep Council updated on a monthly basis on the progress of work plans and the <br /> financial condition of municipal accounts. <br /> * Supervise the Department Head team and administrative staff. <br />
