One of the most critical sectors is multi-family housing. Mounds View has a significant amount of <br /> multi-family housing units with over 50% in critical need of rehabilitation. <br /> Over the past year,the management of Woodlawn Terrace Apartments,located on Woodlawn Drive,has caused many <br /> tenants to become agitated over the neglect of the buildings. The City facilitated meetings between the tenants and <br /> the ownership over the disputes and since then management has changed. Unfortunately,the units are in dire need <br /> of rehabilitation since repairs were neglected due to unknown financial difficulties of the prior management. <br /> These units house over 100 low-moderate income families of which several have small children. The primary goal of <br /> the housing program is to provide assistance for decent housing for the residents of Mounds View. This is especially <br /> the case for those that are in need of assistance the most. <br /> We are working with the Northridge Properties in applying for a CDBG funds for 1995. In addition,Northridge has <br /> been working with MHFA to secure funding for the project but have not been able to agree on an equitable assistance <br /> package. It is critical that Woodlawn Terrace receive the highest priority from the State, County and City. In a <br /> meeting with the County representatives, Commissioner Dick Wedell expressed support for the project and is <br /> committed to working on an assistance package using CDBG and Home Funds. If the project receives the necessary <br /> funding from all sources, proper rehabilitation can be a reality. This project would be an ideal partnership effort <br /> between MHFA,Ramsey County and the City in fulfilling the goals of providing housing to low and moderate income <br /> persons. <br /> The attached resolution supports Northridge Property's application for MHFA funds and is on a fast track since <br /> negotiations are currently being discussed. The application for CDBG and Home funds from Ramsey County will be <br /> presented at the next Council meeting. <br /> Support from all entities is the key to a successful rehabilitation project the size of Woodlawn Terrace and also can <br /> effect the most people.
